In accordance with the requirement and advice from the central government in ‘Guidance on Newly-Founded Social Organizations Learning and Implementing the Scientific Development View’ and its specific situation, the foundation carried out a three-month program led by the Public Health Department from November 3, 2009. Before that, we attended the mobilization meeting presided over by the department officials and worked out a practical plan.
In the process of investigation and survey, the leading team headed by the managing director made visits to and held interviews with an extensive range of the foundation’s service objects, partners and members, concerning with its commonweal nature and characteristics. They also called on the Civil Organization Bureau of the Civil Affair Department – the foundation’s superior administrative office and honestly listened to the department officials’ guiding opinions on the foundation’s development. Under the guidance of Director Dong of the bureau, we carried out in-depth and thorough investigation and research. Of the 28,000 new social organizations in Sichuan, 1,000 are sanctioned and administrated by the Civil Affair Department, of which Benevolence is one. The department places on Benevolence high expectations that the foundation led by the program can commence simultaneously in such fields as medical recovery, commonweal psychological service, project management, medical investigation and service in impoverished areas so as to become a model for medical foundations in Sichuan. Meanwhile, we listened carefully to opinions from various quarters. We visited and held discussions with partners such as the Second Huaxi Hospital of Sichuan University, Sichuan New Countryside Foundation and the cooperation project hospitals in the May 12 Earthquake stricken area, working together to discern latent problems. In general, the extensive investigation and survey helps to form an important guide to direct and improve the foundation’s future development and furnishes the decisive basis for the future arrangement and planning.
The process of analysis and examination were penetrated by opinions extensively sought from the public, the foundation’s members, its partner units, the service objects and the sponsoring units. It seems that: as the foundation is newly established, all the commonweal medical projects are waiting to be sped up; although the internal management system has been set up, it needs to be improved and incorporated into practice; as one of the foundation’s most important commonweal projects, the construction of the Recovery Center for Disabled Children and the Center for Psychological Service in the disaster area has to be accelerated.
